Healthcare Administrative Partners was founded by a team of professionals with extensive experience in practice management, medical billing systems and medical office operations. Each member of our executive team has more than twenty years of industry experience in helping physician groups obtain and exceed their practice goals.
Brian Effron
Chief Executive Officer
Brian Effron is the founder and CEO of HAP. His strategic leadership has propelled HAP to an industry-leading position in the practice and revenue cycle management services arena.
Prior to founding HAP, Mr. Effron spent 20 years as a business consultant to physician practices and hospitals at Medaphis Physician Services Corporation (formerly Professional Management Services) and ARPUS Incorporated. The innovative solutions to complex billing and corporate performance management issues developed under his watch culminated in his appointment to President of both organizations. Notwithstanding his success, Mr. Effron perceived an opportunity to advance provider billing and practice management to a higher level, and he established Healthcare Administrative Partners in 1995. Today, HAP’s client base includes more than seventy physician practices and hospitals, and HAP has an unparalleled record of customer satisfaction. Furthermore, Mr. Effron is a founding member of the Healthcare Billing and Management Association (HBMA).
In his free time, Mr. Effron enjoys spending time with his wife, sons, and grandchildren.
Fred Fazio
President
Fred Fazio serves as President of HAP, where he oversees the executive team and leads initiatives to expand the company’s service offerings while upholding its mission and core values.
Prior to joining HAP, Fred served as Chief Financial Officer of Coronis Health, a Veritas Capital portfolio company. Previously, he was CFO of Miramed Global Services, where he led multiple strategic acquisitions and served as financial advisor on its sale to Coronis Health.
Fred brings nearly 20 years of experience across investment banking, private equity, and healthcare services. He previously served as a Managing Director in the Healthcare Investment Banking Groups at Cantor Fitzgerald and Jefferies and was a member of the Private Equity group at New York Life Capital Partners. He began his career in the Financial Sponsors Group at Deutsche Bank.
Rebecca Farrington
Chief Revenue Officer
Rebecca Farrington is the Chief Revenue Officer for Healthcare Administrative Partners. She brings with her over 20 years of experience in healthcare consulting, sales and management, focusing on hospital and physician revenue cycle management. She excels at strategic selling and forming strong partnerships with C-level executives and independent group leadership.
Rebecca has studied and spoken on a variety of current developments in radiology such as the factors that influence successful practice independence, incidental findings follow-up management, quality payment programs, consumerism in radiology, and price transparency. She is an active contributor to Healthcare Administrative Partners’ dedicated radiology billing and coding blog with over 2,000 readers, and her work is frequently republished by AuntMinnie, Radiology Business, The Imaging Wire, and Radiology Today.
Rebecca previously spent 13 years at McKesson (now Change Healthcare) as the Executive Director of Business Performance Services. She has also held positions in sales, client management, practice management, and operations at Web MD, Pfizer, and ProxyMed.
Rebecca is a member of the Radiology Business Management Association (RBMA) National Membership Committee and Program Education Subcommittee. She also serves as Treasurer on the Board of the Northeast Treatments Centers, a non-profit that provides behavioral health, addiction treatment, and social services in the greater Philadelphia region.
Scott Raley
Chief Operating Officer
Scott Raley has over 20 years of experience in revenue cycle management, practice management, operations management, and client services. Scott previously spent 15 years at Zotec Partners in various operations, sales, and client service roles. He brings with him a wide variety of experience including managed care contract negotiation, business intelligence, compliance, workflow improvement, business development, and vendor relations. Scott is a member of the Radiology Business Management Association (RBMA) and has served on several committees over the past 20 years.
When he is not working, Scott enjoys playing golf, fishing, and spending time with his wife and two sons.
Sue Bailie
Senior Vice President, Revenue Cycle Management
Susan Bailie joined HAP in 1999, launching the company’s Portsmouth, NH division. She is currently responsible for enabling operational excellence across the organization and building capabilities to support future growth. She is also responsible for developing and maintaining the internal control system that enables HAP to monitor and minimize error rates while maximizing productivity. Sue excels at maintaining efficient team structure and performance through analytics, processes, and formulation of extensive training and incentive plans. She has deep professional expertise in the standardization and implementation of process efficiencies involving new technology.
Sue serves on the Healthcare Business Management Association (HBMA) Commercial Payor and Finance Committees. She holds a B.S. in business management and accounting from Southern New Hampshire University.
When not spending time with one or more of her 12 grandchildren, Sue can be found out on an adventure riding her Harley Davidson motorcycle to unknown destinations.
Sandy Coffta
Vice President, Client Services
Sandy Coffta joined HAP in 2000. In her current role as Vice President of Client Services, Sandy oversees the team responsible for achieving and maintaining the company’s consistently high retention and referral rates. She has nearly 20 years of experience in client relationship management, including reimbursement analysis, workflow optimization, and compliance education. She specializes in business intelligence and reporting development, is a subject matter expert in radiology practice billing, and has delivered presentations at several national and regional Radiology Business Management Association (RBMA) conferences.
Sandy holds an M.A. in French Language and Literature from the State University of New York at Binghamton.
Sandy gets to practice her management and dispute resolution skills at home with her three teenage daughters and eight cats. She also volunteers with her local SPCA, fostering animals who need special care or a place to stay when the shelter is full.
Erin Stephens
Senior Client Manager, Education · CPC, CIRCC
Erin Stephens is a Certified Professional Coder with a specialized credential as a Certified Interventional Radiology Cardiovascular Coder through the American Academy of Professional Coders.
Erin has 30 years of experience in diagnostic and interventional radiology coding and professional billing. She has been a Healthcare Administrative Partner team member for 25 years. Her experience as a coder has awarded her the opportunity to move through the Health Information Services division to leadership roles as Coding Quality Manager, MIPS Coding Coordinator, and Coding Client Manager.
Outside of work, Erin enjoys gardening, listening to live music, and family game nights.
Azure Santangelo
Human Resources Director
Azure Santangelo is a seasoned Human Resources leader with over 15 years of experience guiding organizations through growth, change management, and workforce development. She specializes in building strong workplace cultures, streamlining HR operations, and aligning people strategies with business goals.
Throughout her career, Azure has successfully led teams across recruitment, employee relations, compliance, benefits, and performance management. She is known for her hands-on approach, practical problem-solving, and ability to partner with leadership to drive results.
Azure’s commitment to professional development and her passion for creating positive employee experiences have made her a trusted advisor and strategic partner within every organization she’s served.
When not at work, Azure enjoys decorating and organizing her home, planning parties, and spending quality time with her husband, daughter, and son.
Chad Hampton
Senior Director, Practice Management
Chad Hampton is the Senior Director of Practice Management at Healthcare Administrative Partners. With over two decades of experience in healthcare revenue cycle and practice management, and ten years specializing in radiology, Chad brings a wealth of expertise and strategic insight to his leadership.
At HAP, Chad oversees a dynamic team of practice managers and accountants, driving operational excellence across budgeting, employment and hospital contracting, and navigating the complexities of today’s healthcare landscape.
Before entering the healthcare administration sector, Chad served with distinction in the United States Air Force for 21 years as a medic, retiring with honors. His commitment to service and continuous improvement is reflected in his academic achievements: Chad is a dedicated lifelong learner who holds seven graduate degrees, including an M.B.A., and advanced degrees in Human Resources, Clinical Research Management, Information Technology, Procurement, and Organizational Development.
Chad is an active member of the Radiology Business Management Association (RBMA). Outside of work, he enjoys cooking, traveling, and spending quality time with his family.
